All U.S. nationals have statutory rights to reside in all parts of the United States, and may apply for citizenship by naturalization after three months of residency by paying a fee, passing a test in English and civics, and taking an oath of allegiance to the United States.
All U.S. nationals also have the right to work in the United States, except in certain government jobs that specifically require U.S. citizenship.
